My community centre uses rain water for the toilets. Does it need to be treated for bacterial or similar growth?

Depending on where you live you may be required by regulation to filter and/or disinfect the water.
Practically speaking, most toilet flushing systems require some amount of filtration so there isn’t grit or debris in the water, which could interfere with the toilet flushing mechanism. Disinfection isn’t typically needed for toilet flushing systems unless required by regulation.
